I foolishly saved some files with their attachments into a folder on my C drive when all I wanted were the photo attachments. This means that everything is in text format and the attachments (Jpeg files) can't be read. I deleted the original emails from Outlook and I cannot get these files back into Outlook. Is it possible so I can get the attachments?

A lot depends on how you saved the messages. If you saved them as messages (with an EML file type) you should be able to open them in Outlook Express. If you only saved the message text, the attachments won't have been saved and there is nothing you can do.
If the files you saved are large, they possibly are the original messages. You can confirm this by looking at them in WordPad. If they start with a lot of headers, then the text, then a lot of gobbledygook, you have the full message. In that case, rename the file so it has an EML extension. You may need to use View, Folder Options, View tab, untick 'Hide file extensions' in Windows Explorer to show the file type before you can change it. You should then be able to open the file in Outlook Express and extract the attachment.
